NACIA Washington Update
April 10, 2009

It is currently Easter/Passover recess, so things have slowed down a bit for this week and next. However, it will be a busy time for Senators and Representatives back in the home state and district. This is a perfect opportunity for you to meet with your Senator or Congressman to urge them to support the crop insurance program. The biggest issue currently facing the program is the $350 million in cuts to crop insurance contained in the Senate version of the budget resolution. Conference on the budget resolution will begin sometime after the recess ends (April 21), so it is important that your delegation hear from their constituents at home that crop insurance is a vital part of our nation’s ability to supply ourselves and the world with safe and cheap food. Urge your Senator or Representative to support the program, ad to contact the budget conferees to voice opposition to these cuts. Below is a list of town hall meetings and open houses of several Senators and Representatives. If you are unsure of who your Senator or Member of Congress is, click here to find your Senator and here to find your Representative. 

Yesterday, NACIA and a few other members of the crop insurance industry met with the staff of Senator Conrad (D-ND), the Chairman of the Senate Budget Committee. We expressed our opposition to those cuts, especially in light of the recent cuts to the crop insurance program contained in the Farm Bill. The staff was very understanding, and stated that the outcome of Conference negotiations would be very difficult to predict. 

While Congress may be quiet throughout the recess, USDA remains active. On Wednesday, three subcabinet members were sworn in: Kathleen A. Merrigan as Deputy Secretary of Agriculture; Joe Leonard Jr. as Assistant Secretary of Agriculture for Civil Rights; and James W. Miller as Under Secretary of Agriculture for Farm and Foreign Agricultural Services. For more details, click here
 
USDA has also issued two notices that may be of interest to you. The announcements pertain to FCIC funding opportunities in the Crop Insurance Education in Targeted States Program and the Commodity Partnerships for Small Agricultural Risk Management Education Sessions (Commodity Partnerships Small Sessions Program). Applications are due by May 11. For more details, please click here and here.
 
We also wanted to remind you of the House Agriculture Committee crop insurance hearing that is currently scheduled for April 22 at 10:00 a.m. Eastern. The title of the hearing is “To review farmers’ views on the effectiveness and operations of the Federal crop insurance program.” If you would like to listen or watch the hearing, you can do so by visiting the House Agriculture Committee webpage. You can be assured that NACIA will be present and report on that hearing, as well as working hard to ensure that the agents’ voice is heard leading up to and following the hearing. Witnesses have not yet been announced, but we will notify you as soon as they are. 

We noticed that you have not yet paid your 2009 NACIA dues. It is essential that NACIA has a strong, unified voice in Washington to speak for agents and the program, as we look ahead to the many challenges in the 111th Congress, including hearings, inquiries, GAO Reports, budget reconciliation, and others looking for funding sources for their projects. Your support is vital to our mission, so please send in your check or visit our membership page to pay online through our secure website (the link can be found below). When paying, please be sure to enter the email addresses for all agents in your firm.
